Choose how to store a decision option
A Decision Group presents one choice for a lead item, such as a milk selection for coffee or a cooking temperature for steak. Its options can be catalog items or free text, and the group can have a default choice.
The lead item is the main item the choices belong to. In a combo meal, for example, the burger can be the lead item, with the side and drink included in the meal.
Use an item decision when you need reporting or stock control
Ask these two questions:

Do you need the decision option recorded in item reporting?

Do you need to limit its availability or mark it out of stock?
If either answer is yes, use an item decision. Catalog items have unique IDs that allow their activity to be recorded. Free-text options have no item ID, do not provide that item-level reporting, and cannot be limited or marked out of stock.
If neither capability is needed, a free-text decision may be suitable.
Keep decisions separate from paid modifiers
A decision cannot carry an additional price. For a charged add-on, use a modifier. See Creating a Modifier Group and Adding Additional Price to Modifiers.
